Lead Division sends you a Task Order from the customer, asks for help

Give it a read through, pencil into the margine any notes on how you would accomplish each piece of work. Begin parsing the paragraphs into subtasks if possible. List names of candidates to submit for the work.

Look through your quals database (you do have one don't you) to identify the resumes that you'll submit as "candidates" to do the work. Don't commit anything yet.

Contact lead DM with resume submissions, confirm bid/no-bid decision results.

Assuming it's a bid decision find out what the total level of effort will be. Prepare to discuss your investment in the effort in terms of personnel contributed, proposal writing effort, etc. Negotiate share of the available positions either as total head count, or taking an area of the work. Think about and discuss MOU related issues.

From the boss "Find out who the lead DM is and send him an email discussing our investment and a list of places we can play. Once we know the LOE we can then start negiating a share - either in terms of an area of responsibility or in terms of a head count. Even might want to suggest that we could draft Appendix A if he is too busy.".
